Martin C. Rothfelder is a leader in the practice of law in the electric, gas, energy conservation, telecommunications, cable television, water, sewer, and solid waste industries. His career spans more than 20 years in private practice, along with 7 years at state public utility commissions and 5 years at a major utility. He represents clients in litigation, administrative proceedings, transactions, and legislative advocacy, and is known for resolving complex, multi-party matters to the benefit of his clients.
Martin has handled matters before sixteen state public utility commissions, the Federal Energy Regulatory Commission, the Federal Communications Commission, and in a variety of trial and appellate courts. He has also been a registered lobbyist in six states. His experience includes representing utilities, customers, and intervenors in more than 100 utility base rate cases, as well as numerous rate clause and industry restructuring matters. He has successfully reversed two state utility commission orders on appeal, defended others, and played a key role in telecommunications and energy restructuring proceedings, including securing area code relief in Eastern Pennsylvania when the Pennsylvania Public Utility Commission denied such relief and advancing competitive market access for wireless carriers.
His work also includes legislative efforts on behalf of wireless service providers, securing both legislative enactments and gubernatorial vetoes. He also served in leadership roles on major infrastructure initiatives, including Public Service Electric and Gas Company’s (PSE&G) Energy Strong program and Gas System Modernization Program.
