    William J. Beneduce Discusses Impact of OPRA on Licensed Site Remediation Professionals

    William J. Beneduce Discusses Impact of OPRA on Licensed Site Remediation Professionals

    Bridgewater, NJ (July 18, 2013) – William J. Beneduce, an attorney with the Bridgewater-based law firm Norris McLaughlin, P.A., presented "The Potential Impact of New Jersey's Open Public Records Act on Licensed Site Remediation Professionals" to the Risk Management/Loss Prevention Committee of the New Jersey Licensed Site Remediation Professional Association (LSRPA), on July 11, 2013.

    The mission of the LSRPA is to further the Licensed Site Remediation Profession.  The Association acts as an educational and technical resource and assists its membership to use standards of care and informed professional judgment when performing the work of a LSRP in protecting public health, safety, and the environment.  The LSRPA is recognized by the New Jersey Department of Environmental Protection (NJDEP) as the primary representative of the profession.  LSRPA members are involved at all levels of the ongoing stakeholder process and have had a great influence on the development of more reasonable regulations, expanded the breadth of guidance documents prepared in conjunction with the NJDEP and continue to advance the concept of the use of professional judgment  by practitioners.  The LSRPA has over 400 members.

    Beneduce, a resident of Hoboken, focuses his practice on all facets of environmental law, including compliance, regulation, and litigation.  He has handled complex environmental matters for clients in New Jersey, New York, and abroad. He is experienced in navigating his clients through state and federal environmental regulatory schemes, including air and water pollution, urban redevelopment, CERCLA, RCRA, OSHA, New Jersey's Spill Act, Site Remediation Reform Act, ISRA, and many others. He also assists with environmental due diligence, Brownfields redevelopment, and cost recovery actions in New Jersey and New York.

    Beneduce works with a variety of clients, including real estate developers, manufacturers and industrial companies, on a daily basis, advising them on environmental laws that address underground storage tanks, hazardous waste and materials, insurance coverage, and permitting. His objective is to facilitate his clients’ compliance with these laws to resolve their land issues and achieve their intended goals.  A significant portion of Beneduce’s practice is dedicated to aiding clients in site remediation, allowing clients to complete pending real estate transactions.

    Prior to joining Norris McLaughlin, P.A., Beneduce was a legal intern at the Rutgers Environmental Law Clinic from 2002-2003.  He earned his J.D. from Rutgers School of Law – Newark in 2003, and his B.A. in Criminal Justice from the University of Delaware in 2000.  He is a member of the Justice Stewart G. Pollock Environmental American Inn of Court and the New Jersey State Bar Association and its Environmental Law Section.
